Even though the days are getting longer, winter has only just started.
On my local news yesterday there was a report about an elderly lady
who had died of hypothermia, with no heating in the house. With
this in mind here is some useful information from our social services
department.
-
With the cold weather coming you can ring CareLine 0208
875 0500 and ask them to send you a batch of `ColdComfort`
leaflets for you to give to those who might be affected. The leaflet
gives practical advice about how to prevent hypothermia and has
all the contact numbers needed.
-
In addition the NHS are running a `Winter
Warmth Advice line` 0800 085 7000 and the Keep Warm Keep
Well leaflets produced by the NHS can also be ordered from CareLine.

- Both
Age Concern Wandsworth and Wandsworth Borough Council
keep a supply of plug-in convector heaters which are distributed
to those in an emergency situation.
- Age
Concern Wandsworth will respond to those in need during
our office hours 10am - 4pm 020 8870 2020. Age
Concern Wandsworth does not operate an out-of-hours emergency
service.
- Wandsworth
Borough Council Social Services will also distribute
emergency heaters during normal office hours 020 8871
7707 and through the out of hours service, 020
8871 6000.
- Age
Concern Wandsworth also keeps a supply of duvets for
those in emergency need 020 8870 2020.

Don't forget, if you are going out and need a taxi to get you home
safely, you can text 'HOME' to 60835
and the telephone numbers of your two nearest licensed minicab operators
will be sent directly to your mobile phone. Alternatively, you can
hail a licensed taxi or call Taxi One on
0871 871 8710.
A
new website service has been launched, making it easy for residents
to report unlawful drugs activity online. The confidential message
facility will go direct to Wandsworth Police. Making more people
aware of local action on drug crime is a key aim of Operation Shield
- the joint initiative by the police and council.
Since
the campaign was launched in June police have enjoyed a series of
high profile successes resulting in 57 raids, 289 arrests, the closure
of three crack houses and the confiscation of large quantities of
cocaine, crack, heroin and cannabis. Six firearms and 21 imitation
guns have also been seized and £150,000 of cash confiscated.
The
web pages can be viewed at www.wandsworth.gov.uk/shield.
They will keep residents up to date with news on the campaign and
include information and advice on health issues

As I mentioned in an earlier briefing, this is a bad time of year
deception burglaries. During the last week there were instances
where conmen have posed as gas board workers, police or electricity
board workers, and then, having got inside, have stolen property.
The victims are usually the elderly, who can be severely affected
by this sort of crime. Please warn any vulnerable neighbours to
be on their guard.
Another
potential problem for the elderly is the fact that the Post Offices
will be distributing Winter Fuel Payments and additional pensions
to cover the Christmas period. This is likely to be in the period
from 19th December, and those pensioners without bank accounts may
be carrying large sums of money with them.
With
that in mind, I have attached a flyer about the FLaSH scheme, designed
to help victims of crime and other vulnerable people by providing
them with security equipment. Any requests for assistance will be
dealt with in January, unless urgent.
We
have had the first instance this year of Christmas presents being
stolen from a house. Please try not to leave them on display as
a temptation to thieves.

We have had reports of two men in a blue Ford car
( model unknown ) stopping elderly people and offering them presents
if they will accept a lift home.
The driver of the car is a white male, aged 40, of stocky build.
The passenger is also white, aged 50 - 60, with grey scruffy collar
length hair and bad skin. It is not clear what their intentions
are, but they are unlikely to be good.
Yellow
Pages and other telephone directories will be delivered
all over the borough between now and Christmas. Please ensure they
are not left on doorsteps as an invitation to burglars.
I
have also attached a nomination form for the Wandsworth
Young Person of the Year Award. I am sure you all know
someone who deserves this award.
Please return the forms by 20th January.

Please be aware that there have been several cases in the last week
where property has been stolen in distraction burglaries. The thief
is a black woman in her 30s or 40s, dressed in a dark jacket or
a dark coat. She has posed as a social worker or care worker and
has managed to con several people into letting her in. She then
asks the victim to make a cup of tea or uses some other method of
getting them out of the room and steals their property. This has
mainly been in the evening, but could occur at any time.
The

a pole to "fish" for keys/property through the letterbox.

Please be aware of the following new scam which was tried on one
of our staff members and has been confirmed as real by the Carphone
Warehouse.
She
got a call call from someone who had got hold of her mobile phone
number and some details about her phone and contract. In her case
they pretended to be from the Car Phone Warehouse and claimed that
she was due for an upgrade. They wanted to know what tarrif she
was on and what deal she had for calls and texts. Obviously If they
had been the CPW they would have already known all this info. She
challenged the caller and he said the computers were down. They
then texted her several days later from 44 7790 233 806 stating
they had been trying to contact her regarding their offer of 750
mins speech and 150 texts and new video phone which was ready for
free delivery the next day.
When
Car Phone Warehouse were contacted they said there had been a number
of these hoax calls within recent weeks and if she had agreed to
it the paperwork would have been fake and she would have been signed
up to an extremely expensive contract and rates and charged for
the phone later as well.

For some reason, November is often the worst month for deception
burglaries, where conmen in various guises steal after gaining entry
under false pretences. The victims are almost always the elderly
or similarly vulnerable people, who are often very badly affected
by these incidents. The thieves pose as workers from the gas, water
or electricity companies, or as police officers or social workers,
sometimes producing fake identity documents.
Please make any of your vulnerable members aware of this, and warn
them to be very cautios in letting anyone into their homes.
Barnes
Common Murder Appeal
Detectives investigating the murder of a man found on Barnes Common
have released the identity of the victim. He was Hung Vi TRAN (9/11/82
- 22 ys). The incident room is at Barnes under A/DCI Teresa Defanis
A/DCI Defanis is appealing for anyone who knew Hung [first name]
Vi [middle name and name victim was known as] Tran [family name]
to contact her.
She said: "I need to build up a picture of Hung Vi Tran's life
- that is why I am appealing for anyone who knew him, who he spent
time with, and anyone who has information about his murder, to please
call me."
At approx 08.40 on 13 Oct, police were called by passing motorists
who had seen what they thought was a body in undergrowth on Barnes
Common, just off Common Road, near junction with Mill Hill Road,
SW13. Officers attended and found the body of a man who had suffered
severe head injuries.
Hung Vi Tran was a Vietnamese national who had been staying temporarily
with friends in Hanworth, Middlesex. A post-mortem at Kingston mortuary
gave cause of death as a head injury, consistent with assault by
a blunt instrument.
A/DCI Defanis said: "If you saw anyone seen acting suspiciously
in the area of Barnes Common, near the junction of Common Road and
Mill Hill Road, SW13, from evening of Wednesday 12 October up to
08.00 on Thursday 13 October please contact us in the incident
room on 020 8247 7821. Anyone wishing to remain anonymous
can call Crimestoppers
on 0800 555 111."
Three
people have been arrested in connection with this investigation:
a man aged 31 has been bailed to return to a south London police
station on 9 November pending further enquiries; and a woman aged
34 and a woman aged 19 have been bailed to return to a south London
police station on 29 November pending further enquiries.

A young lady in Putney recently had her mobile phone stolen on her
way home in an unlicensed cab. If you use cabs please make sure
you use a reputable firm. A service provided for mobile phone users
by Transport for London and the GLA will give you the numbers of
the nearest licensed black cab company and minicab company. Simply
text "HOME" to 60835,
and you will get a text message back very quickly, giving you the
information.
Please
be aware that a number of pedal cycles have been stolen recently
from near railway stations in the borough. If you do have to leave
a cycle anywhere, please ensure that it is secured with a good quality
lock, and that you take off any accessories beforehand. There have
also been several thefts of pedal cycles from locked sheds and garages;
don't forget to lock your bike even when in a garage.
Victim Support (South West London) are holding a fund-raising
party on Thursday 8th December 2005 at The Works Nightclub, Kingston.
Doors open at 7:30pm for a 1am finish. Tickets priced at £15
inclusive of a free buffet. Proceeds will go towards providing outreach
support services to people attending the A&E unit at St Georges,
St Hillier and Kingston Hospital (proposed sites). For
tickets or further information, please contact Holly at

Some
time ago there were a number of thefts of cash from Pay
& Display machines. They have started up again, normally
involving drilling the machine to unlock it. If you do see anyone
acting suspiciously near these machines, especially if they are
carrying tools, please call the police, using the 999 system.
You
have probably heard about the two murders recently,
on Clapham Common and on Barnes Common.
They appear to be unrelated, and you will be pleased to hear that
there have been arrests in both cases, and several people have been
charged.
In
order to try and tackle suspected graffiti taggers
who have been damaging London's buses, a joint initiative between
Transport for London, the police, bus comapanies and local newspapers,
Operation BusTag has already caught 60 people across Wandsworth.
Pictures taken from CCTV are published in the Wandsworth
Borough News in the hope that they will be recognised.
This week there are four young men they are hoping to identify.
